docs: a Reference page per language - #41

Reference → Languages has an overview (the states, how claims are proven, the side-by-side matrix) and one page per language: its code generation support, feature by feature, with the fixtures that prove it, and a Runtime section for when runtime conformance covers it. scripts/sync-language-support.py renders them from generation's features.json, replacing the single generator support page under Tools and its sync script.

Moves feature support out of Reference → Tools (next to the CLI) into a per-language specification.
scripts/sync-language-support.pyrenders all three from generation'sfeatures.json(structured, not the Markdown table). A generator with no page is an error that names the page to add. It replacessync-generator-support.py, and the drift workflow is renamed tolanguage-support-drift.yml.The strict build is clean,
--checkpasses against generation'sfeatures.json, andcheck-cli-drift.pypasses.
