Minor release. It adds one API since v0.30.1, which dbt-wherobots needs to stop a run's SQL session when dbt exits (Linear WBC-1621).

Changes since v0.30.1

• feat(connection): stop the SQL session on request #91 Connection.stop_session() stops the SQL session on request, and Connection.session_key reports the key the API created the session under.
• chore(deps): refresh dependencies and clear Dependabot alerts #88 refreshes dependencies and raises the cbor2 and sqlparse floors to patched releases.
• fix(deps): install pre-commit only on Python 3.11+ to drop vulnerable filelock #89 installs pre-commit only on Python 3.11 and later, which drops a vulnerable filelock.
• docs: stop telling README readers that region is mandatory #87 stops the README from saying that region is mandatory.

This PR changes only the version, in pyproject.toml and in the package's own entry in uv.lock. uv lock --check passes, and the 327 unit tests pass.

After merge, the v0.31.0 tag will be pushed to trigger pypi-publish.yaml.
