Short tasks close together on the home timeline are drawn as one bar that zooms in on them when clicked. Tasks that start within seconds of each other, or at once, stay one bar even at the shortest window (15 minutes), so there was no way to click through to one of them. Now, where zooming in would make the window no shorter, clicking the group opens a list of its tasks instead, drawn like its tooltip in the same place, each with its start time and linking to its page.

This also fixes the zoom on a group padding the shortest window by a quarter, which made clicking a group near 15 minutes zoom out to about 19. zoomedOn in lib/timeline-window.ts now works out the zoom's length for both the zoom and the choice between zooming and listing. @proxy/ui's dropdown menu gains DropdownMenuLinkItem and DropdownMenuArrow.

At the shortest window, short tasks close together could stay one bar however far
the timeline was zoomed, and clicking it zoomed out a little rather than in. Such a
group now opens a list of its tasks, drawn as its tooltip is, each opening its page.
Zooming in on a group no longer pads the shortest window, so it zooms in as far as it can.
