Adds the reviewed release descriptor for react-native-css 3.1.0-rc.1, used by the rc path in Release & Publish to NPM.

• Source commit: a37903f (fix(babel) fix(babel): leave code transformed without a filename unchanged #479), an ancestor of main. Main's only newer commit is the CI change from ci: add RC publishing to the release workflow #452, so the package contents are identical.
• Archive: react-native-css-3.1.0-rc.1.tgz, built with yarn build and yarn pack at a37903f with the version set to 3.1.0-rc.1. Its file set matches 3.1.0-rc.0 except for the new metro/warnings module from feat(metro): surface compiler warnings during a build #430.

• Consumer dependencies are unchanged from 3.1.0-rc.0 (Expo 57).

The archive will be attached to a draft GitHub prerelease tagged 3.1.0-rc.1 that targets a37903f. Merging this does not publish anything.
