Updates the locked certifi from 2026.6.17 to 2026.10.19, which removes the emSign root CA from the trusted bundle following the eMudhra key compromise: https://discuss.python.org/t/information-for-python-users-regarding-emudhra-emsign-ca-certificate-security-incident/109576
certifi is locked only through the
docsdependency group, viamkdocs-materialandrequests, so the change affects documentation builds and none of the published packages.
