Missing trigger ID substitution

Removing _TRIGGER_ID from substitutions leaves $_TRIGGER_ID in the Cloud Run --labels flag without an in-repo value. With ALLOW_LOOSE, an unsubstituted $_TRIGGER_ID is passed through, and Cloud Run rejects label values that contain $ or uppercase characters, so the deploy step can fail.
