Decide whether a chat link to the open pad shows as a chip #698
In the pad, a link to a part of the open pad renders as a chip: a kind icon in a light primary tint (#174). In a posted chat message the same link now shows its kind icon (#694), but it keeps the chat's plain underlined link style. Decide whether chat should show the chip too.
Area:apps/webapp/src/styles/document-styles.scss (the chip rule .ProseMirror a:has(> .hyperlink-icon[data-link-kind])), chat message links

Details
The chip CSS is scoped to .ProseMirror on purpose. So chat shows the glyph without the chip.
The design system is locked, so a chip in chat needs a maintainer ruling before anyone builds it.
Done when
The maintainer rules: chip in chat, or glyph only.
If the ruling is "chip", the chip rule covers chat message links, and design-system.md records it.
