Download the amd64 or arm64 release from devpanel/dp-cli before each publish build and copy bin/devpanel-$TARGETARCH into the image. Native runners no longer register QEMU; cross-architecture builds still do. Co-authored-by: Darren Oh <darrenoh@users.noreply.github.com>

Download the latest devpanel/dp-cli release when GHCR_TOKEN is set, and verify the committed fallback binaries with devpanel cli:version. Co-authored-by: Darren Oh <darrenoh@users.noreply.github.com>
The original base/bin/devpanel executable is github.com/devpanel/cli/cmd/devpanel-client. Stop downloading devpanel/dp-cli releases and rebuild both platform binaries when that repository changes. Co-authored-by: Darren Oh <darrenoh@users.noreply.github.com>
