tailscale: cover the company tailnet in the description and setup skill

• What: the Tailscale plugin's description and tailscale-setup skill now cover the team's company tailnet (each member's own device, no tag:grokbot policy) as well as the personal tailnet, and the skill points reachability checks to Check host instead of curl from the bot computer.
• Why: TeachX QA hit a raw tag:grokbot refusal on a company account, and the model called a working server down after a curl from the bot computer.
• Regression: no; copy only, version 1.0.1.

Overview
Bumps the Tailscale plugin to 1.0.1 and refreshes marketplace, README, and manifest copy so setup guidance covers both personal and company tailnets.

Descriptions now say personal tailnets use a single tag:grokbot device, while company tailnets (enabled by a team admin) use each member's own device and do not rely on tag:grokbot policy. The tailscale-setup skill adds the company-tailnet flow, explains tag:grokbot sign-in failures on company accounts, and directs reachability checks to the plugin's Check host tool instead of curl on the bot machine.
