Refresh the remaining Go dependencies, including gVisor, WireGuard, gRPC, Brotli, Pion transport, and x/net. Synchronize the Python build default and English/Chinese documentation with the module pin so native builds use the requested release.

Evidence

• Before: Both the module and build script pinned Xray-core v26.10.21, with older dependency versions.
  After: Both pins resolve v26.10.29 to v1.260327.1-0.20261029083850-0afec66085a8; module update checks found no remaining updates among the 60 explicitly required modules.
• Passed go test -race ./... -count=1 -timeout 15m, go vet ./..., go mod verify, and git diff --check.
• Passed all 8 tests in python3 build/test_build.py.
• Passed CGO_ENABLED=0 go build ./... package cross-compilation for linux/amd64 and windows/amd64. These checks do not build native release artifacts.
