fix(NOJIRA): skip go linter for dependabot PRs - #281

Dependabot-triggered runs get a read-only GITHUB_TOKEN, so the 'Publish lint comment' step fails with 403 and marks the check as failed even when golangci-lint finds no issues. Other bots are still linted (see #277). Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Since #277 the linter runs for bot PRs. On Dependabot PRs the
