build: publish mobile beta 1.10.0-beta.3

Prepare the 1.10.0 beta update with local video quality controls.

• Store default and mobile data quality locally without server synchronization.
• Add an Auto option and a mobile data quality selector with 480p, 720p, 1080p, 1440p and 2160p; 1080p is only the initial default.
• Apply the local quality policy to videos, Shorts, and queued playback.

Validation:

• Unit tests, lint, debug and release builds passed.
• Player settings instrumentation passed on API 23, 29, 34 and 37.
• Authenticated playback soak passed for 15 minutes with no stalls or errors.
