Shared policy improvements for simpler consumer configurations.

• Centralize Go compiler and BCI builder selection and grouping, including Mise compiler pins. Compiler patches and builder refreshes stay coordinated; Go minor upgrades remain separate and manual.
• Automerge minor updates of StackVista-owned Docker images for consumers using the optional automerge preset. Third-party image minors and major upgrades remain manual.
• Keep shared Renovate configuration upgrades manual and allow ordinary image-pipeline action updates.
• Remove redundant group settings and stale generated rules without changing the preset paths used by consumers.
• Refresh pinned GitHub Actions and the validation Node.js version.

Use #v1.2.0 for shared preset references. Pin the reusable workflow and approval action to commit aded68c2327b12da3c88b34addf37cbdf2a29fde.

Validation: the full config validation and policy test workflow passed on this release commit.
