Resolve ABE recipients from self_service_groups when the task has no assignee (self-service with user_group/group). Previously email was only sent when a single user was assigned, so self-service tasks never triggered ABE.

Overview
Task action-by-email (ABE) now runs when a task activates even if there is no single assignee, fixing self-service tasks that use user/group pools.

When the assignee has no email, validateAndSendActionByEmail builds the to list from self_service_groups: direct user IDs plus members resolved from assigned groups via getConsolidatedUsers, then loads active assignable users with non-empty emails and sends to a comma-separated recipient list (same path as before once to is set).

A feature test with a self-service user_group BPMN fixture asserts an unassigned self-service task still creates a ProcessAbeRequestToken.
