A COLREGs-aware marine auto-routing plugin: plans a route between two points using NOAA S-57 ENC charts (depth, hazards, traffic separation schemes, restricted areas, locks) and adds it to the Route Manager. Can also re-plan or check an existing route through its own waypoints.

Repo: https://github.com/i-machine-things/open-autoroute (GPLv3)

Four targets in this PR: Debian 12/13 (x86_64), Windows (msvc, x86), macOS (darwin, arm64).

Verification status: the Debian builds have been imported into a real OpenCPN 5.14 install and confirmed to load and plan a route. The Windows and macOS builds pass CI but haven't been confirmed on real hardware yet — their metadata description fields say so explicitly, and that's why this targets Alpha rather than a more stable branch.

Four targets: Debian 12/13 (x86_64), Windows (msvc, x86), macOS

a real OpenCPN install so far -- the Windows and macOS metadata say so
explicitly in their own description field.
Replaces the v0.1.4 metadata submitted in this PR. v0.1.4 had a bug
(open-autoroute#51) that made OpenCPN's plugin list show the wrong
version; v0.1.6 fixes it. Also renames the macOS target from
darwin-arm64 to darwin-wx32, matching open-autoroute#50.
