Summary

Follow-up to #25. The organization repository README should explain the purpose of LibreSign and this repository, rather than document implementation steps.

  • Restore a short, high-level README focused on LibreSign's purpose, open-source collaboration and links to its services.
  • Move CI-gate requirements, DCO separation, bypass rules, auto-merge limitations and controlled rollout to docs/repository-governance.md.
  • Link to the new guide and the existing docs/testing.md from the README.

Scope and verification

  • Documentation only: no changes to governance.config.json, GitHub Actions or live rulesets.
  • Read the committed README and guide from the branch; confirmed that the detailed CI section is no longer in the README.
  • Verified that all relative Markdown links in both files resolve to tracked files.
  • Two separate signed commits with valid DCO trailers.
  • CI checks on this PR are still subject to GitHub Actions.

Expected result

Visitors see what LibreSign does and why this organization repository exists. Maintainers can still find the full technical contract in the docs folder.
