Clears the "Before the next release" gate in docs/TODO.md. The changelog for 0.54.0 has been fixed and checked.

What was done (in the PR descriptions, not in this diff):

• feat(api): explicit access grants between providers, branches and their users #441 now has a commit override that describes the grants that ship. Its squash footer described moves between grant shapes that were never released.
• fix: close the correctness gaps before the next release #443 now has an override with one user-facing fix: a live edit made while render fidelity is pending is held, not dropped.
• feat(api): default GitBranch and KubeProvider grants to the own namespace #442 now has an override. Without it, release-please dropped both feat(api): default GitBranch and KubeProvider grants to the own namespace #442 and fix: close the correctness gaps before the next release #443 from the changelog. Each description mentioned the override marker in prose, and release-please took the text after that mention as the commit message ("commit could not be parsed: unexpected token ' ' at 1:2"). The "Squash message parses" check never reads PR descriptions, so it could not catch this.
• feat!: GitOps Reverser decides when Flux or Argo CD applies a folder #419 needs no override. It shipped in 0.53.0, and FluxTrigger and ArgoCDTrigger were the real names in that release.

I reran the release-please job. The regenerated #427 parses every commit and shows each override.

Docs only: task lint-docs passes.
