• Reference → Versioning:
  • Builds and releases: dev versions, comline release, --raise with a reason, and release 1.0;
  • Before 1.0: the 0.x table;
  • old histories;
  • reset now starting at 0.1.0-dev.1.
• Reference → CLI: the comline release row, build's new output, and exit code 2.
• Reference → comline.toml: package_versions = "all" means every release.
• Getting started and Guide → Overview: builds lead up to releases.
• Proposals → Schema compatibility: marked built, and what isn't (--lower, @id at 1.0).

The strict build is clean. The CLI drift check is clean against cli#90's binary; merge this after cli#90.
