Sync GitLab main: add bilingual GPT-6.1 Terra model pages, pricing and navigation.
Update GPT pricing tables with 30-minute and 12-hour cache-write rates, GPT-5.6 long-context tiers and billing rules.
Bump version from 1.4.24 to 1.4.25.
Validation: 174 scoped files match GitLab; bilingual build and new model routes passed.
