fix(docker): upgrade brotli-libs for CVE-2026-111497 - #121

Pin the runtime image to nginx:1.31-alpine3.24 and require brotli-libs >= 1.2.1-r0 from the Alpine 3.24 repository; the build fails if the fixed package is unavailable. Bump version to 1.4.23 so the release publishes a new image tag and keeps 1.4.22 for rollback. Co-Authored-By: Claude Opus 5.5 (1M context) <noreply@anthropic.com>
